I think it's best to not be too beholden to them and I'd encourage limiting use, but I'm not a Temperance Tabitha. You can't spend years going to Soho clubs and come out rigid about that sort of thing. [And Norton would rather Jacob get it from him, so he can know what he has and how much he's using, than have Jacob smuggle it. Although he thinks Jacob would probably prefer to acquire it on his own for precisely the same reason.]
